Reporting to the Finance Manager, the primary function of the Senior Payroll Consultant is to liaise with Payroll & Staffing Departments and Corporate Payroll, internal employees and government to manage SMUI, PIT calculation; ensure efficient transaction processing for timely payment for all Associates; lead, coach and develop the team to maximize business delivery.

Job Responsibilities

Payroll System
  • Ensure payroll process and compliance of Adecco VN with local regulations and Adecco Internal Compliance policy.
  • Be responsible for setting up, installing and testing payroll system, updating formula and template/reports in accordance with the local laws and client requirements.
  • Be in charge of managing user system accounts.
  • Co-ordinate with global IT, IT supporters to ensure payroll system is always maintained in a good status/ condition to proceed with monthly payroll reports as well as other compulsory/customized reports.
  • Support Operation team on proceeding monthly payroll reports and other reports which are extracted from the payroll system.
  • Support to upload data on the execution payroll system, remain and ensure other automatic reports are sent out by the system on time and accurately.

Government Compulsory Reports

SMUI Reports
  • Ensure the accuracy (increased/decreased, new or resigned staff, on updating employee personal information, salary level) of monthly consolidated SMUI reports from Operation teams.
  • Ensure the online reports are submitted to local authorities and the government on a timely basis.
  • Reconcile the annual SMUI contribution to ensure the contribution of employees – Ensure the payment to SMUI Department on time to avoid delaying employee benefits.
  • Calculate the monthly SMUI fines for late SMUI reporting to the Operation team.
  • Follow up timeline, update regulation/law announced by the government to Operation Team.
  • Support Operation teams on daily work related to SMUI regulations updated, changed rules, on making requests to SMUI Office upon employee’s trouble of benefits claims.
  • Liaise with SMUI Officer on behalf of Adecco to get advised or to get supported on monthly basis reports and on reconciliation job.
PIT Reports
  • Making online submission the monthly basis report upon dependent register and dependent tax code register.
  • To issue and keep track of tax receipts to employees in the process of ending employment contract, to do the logistics on connecting with local Tax authorities on requesting or submitting tax receipt reports on a quarterly basis.
  • Reconcile and do employee PIT settlement to ensure all the expenses are correct with PIT law.
  • Ensure compliance with all statutory requirements in Vietnam with respect to payroll calculation, taxation and corporate governance.
  • Ensure all distributions as required by laws have been submitted within the timeline.
Private Health & Accident Insurance Reports
  • Deal with broker/insurers to renew annual insurance contract on behalf of Finance Manager when there is any request from clients.
  • Be in- charge of making monthly reports by consolidating data received from the Operation team upon new, resigned staff and updating/modifying data, salary level, premium insurance package, etc.
  • In touch with the Insurer and the broker on reconciliation job, which is proceeded in a monthly basis, and in annual liquidation contractual term.
  • Proceed payment requests at the beginning of an insurance contract and the ending period as well.
  • Allocate insurance cost on each project where it belongs and make monthly reports to Finance.
  • Support the Operation team in consulting the insurance benefits and its rules of claims.
Finance Reports
  • Check proforma invoice and Pricing for the Operation team to ensure correct billing.
  • Be responsible for updating and standardizing pricing template to support Operation in terms of data accuracy and completeness.
  • Prepare the Finance report, General Ledger report and Government Resource Planning report by consolidating Payroll data to the Finance team
Controlling and Auditing
  • Constantly review HR policies and practice to ensure compliance with regulations.
  • Actively provide advice and support to business and employees for operational HR issues.
  • Proactively study and update on new regulations/ announcements and discuss with Finance Manager before providing recommendations to Operation.
  • Ensure the documents of associates are in accordance with internal regulations.
  • Supervise payroll process to comply with law/regulations and highlight to management any breach of governance requirements on a timely basis.
  • Collaborate with relevant stakeholders and assist in the internal control self-assessment process on annual basis.
  • Ensure records systems are maintained in accordance with generally internal /group standards
